It is a web based service, which is an initiative by stanford.
It helps in easy editing mainly. Lot of data can be organized easily and lot of interactive options available.
For example we have a lot of commands in unix to organize data , like cutting a particular field etc.
This tool once , the data is "Wrangled" gives a lot of options in an interactive way to edit and visualize the way we need.
